Ms. Penny has been admitted to practice before the U.S. Supreme Court and the Third Circuit Court of Appeals.  She is a member of the Federal Bar Association, the Energy Bar Association, and the National Association of Criminal Defense Attorneys.  Since 2005, she has been a member of the Pennsylvania Supreme Court's Commission on Judicial Independence.  She is a 1977 graduate of the Pennsylvania State University's Dickinson School of Law, and a 1974 graduate of La Salle University (maxima cum laude).
